JOB EVALUATION

 

The NJC Job Evaluation Scheme was developed in England for the use within Single Status context.  The Scheme was adapted by the Consortium of Scottish Local Authorities to reflect the range of jobs found in Scottish Unitary Authorities and released as the Scottish Councils Job Evaluation Scheme endorsed by the Scottish Joint Council (SJC Scheme). 

The SJC Scheme was first introduced at Scottish Borders Council in 2000, whilst still under development.  Scottish Borders Council have now embarked on a new approach to introducing a new pay and grading structure, linked to a wider Business Transformation.

Job Profiles have been designed in workshops attended by a range of Staff, Managers and Trade Union Representatives in February 2007.  Each Job Family have a number of Profiles that represent Jobs at the various levels of work and responsibility.  Further profiles have been developed since these workshops.

The Profiles are to be Evaluated under the Scottish Job Evaluation Scheme in March/April/May 2007.  This will give each profile a score and be able to be put into a Rank Order to attach to points on the Pay Spine.  The Evaluators are 2 Teams made up of Managers, HR and Trade Union Representative who have undertaken Training in Evaluation of Jobs in February 2007.

The Pay Spine is agreed within Scotland and the placing of Jobs to the point of Pay will be negotiated in Summer 2007. This process may take considerable time.  UNISON will also be seeking that this process is Equality Impact Assessed by an independent Assessor, along with any  proposed changes to Terms and Conditions.  This will need to be completed prior to the Package being voted on by UNISON Members. 

An Appeals Process has been agreed with SBC and Trade Unions.
